In March 1994 Guatemala sent a note to the UN Secretary General reasserting its claim to the territory of Belize, including its claim to 12 miles of territorial sea…a further letter declared that Guatemala " does not recognize the existence of either sea or land borders" with Belize.  Foreign Minister Dean Barrow replied to the earlier note on 22 March in a letter to the UN Secretary General, strongly protesting "against any and all Guatemalan claims and/or acts, past, present and future, in violation of international law”…and asserted that "Belize stands by its entitlement to a 12 mile territorial sea subject to the rule of equidistant lines as provided in international law…"  (Assad Shoman pg 282)
